Koffie Brown said no one would identify the man in the photo, and he could not reach the state to solve the problem.
He said he never thought it would take long to get his FOID card and now he wonders if he will have to wait another year for the state to get it.
“I’m ready to buy a gun,” Brown said. “I think a year.”
Brown said he applied for his FOID card in July 2020.
“I don’t understand why we have to go through all this to be able to carry a gun. I don’t understand it,” he said.
To make matters worse, when he finally got his card he had a photo of someone else with his signature and his name and personal information.
“I’m like who is this man and who has my message?” he said. “I was even surprised.”
There have been complaints about FOID cards and Concealed Licenses for more than a year. Many people across the state said they were waiting for their gun certificates for months, and could not get anyone from the state to get an answer.
Brown said the experience left him deeply frustrated.
“I’m still in limbo thinking about this card. I’ve already taken my hidden class, but I can’t apply for that until I have my FOID card to stick with,” he said.
The I-Team reached out to the Illinois state police, who issued their certificates. They apologized for the inaccurate photo, saying in part, “This is the result of a secret error in the software from a program written five years ago … These cards represent 1% of the card was completed in the first four months of 2021. As soon as the error was detected, the Illinois State Bureau of Investigation (ISS) (FSB) published and sent them all the photographs found. “
Regarding the FOID card and the CCL delay, the ISP said, “The new FOID rate has decreased by 18% and the renewal rate has come down by 38% since March 2020, which can be attributed in part to the provision of additional services and technologies.”
The new FOID program takes the state almost five months to process, and the renewal of the FOID card takes more than six months. ISP website.
Brown said he has not received a FOID card.
“Get it together,” he said. “You don’t have to take long to apply for a FOID card. Call people. Do what you have to do. You don’t have to wait as a citizen for a year.”
The ISP said it is requesting current legislation that would help streamline the adoption process, such as integrating FOID and CCL cards into one card, as well as creating electronic cards that can be updated immediately.
Brown said the state eventually went back to him and said he should get his new card, but he did not say when.
